Too funny! I think I gotta get a buddy like that to ride in the passenger seat! I'm a civilian, but I work on a military base. It would almost be worth it to see the face on the gate guard!

Among Mustang circles, it is known as the "cowl balloon assembly". Though it may appear to be bad design on Bumps and Dents, I consider ourselves somewhat lucky that Ford didn't have the "brilliant" idea to source fresh air from the top of the cowl, like on 65-68 Mustangs, and went with sourcing fresh air from the downdraft of air for the footwell vents. I know my 65 'Stang has rusted cowl vents and am dreading have to drill out over 100 spot welds cuz it will probably look something like this:
