i purchased a core support from NPD and it came with a black primer or some kind of coat on it. My question is, do i have to remove this coating before prime and paint it?

I would remove it because paint don't stick to it and will start pealing off in about a year. That black stuff is only to keep it from rusting till it gets to you. I wouldn't even call it a primer,

It is a primer, it's called e-coat, just stuff it, wipe it down and paint it.
