I don't know of any automotive refinish product that is intended to brush on. I've been out of the game for over 20 years so maybe I'm the wrong one to answer. But I've heard this question a hundred times and, unless things have changed, automotive refinish products are designed to be atomized for application and otherwise will not perform as intended.
BTW, from the thread title it looks like you are planning to put primer over rust areas. You probably already know that you need to remove the rust first, but there are steps to take after that before you are ready to apply any primer-sealer.
