Inner Fender seal

Inner Fender seal
Ok, it's probably been asked on here before and answered, I just couldn't find it. How do you replace the seal on the back of the inner fender, the one that is stapled to it. I had to replace on of my inner fenders and the one I picked up did not have the seal on it, someone had removed it.

Why is it that there's seldom time to fix it right the first time, but there's always time to fix it right the second time???
